Container release notice

From the end of 2021, Customs will be using Level 1 of the so-called Container Release Notification (CVB).

Your import declaration will only be accepted once the goods have arrived at a Dutch port. Furthermore, your import declaration must correspond with a previous declaration for temporary storage. This applies not only to goods in containers, but to all cargo arriving by sea.

What does Level 1 of the Container Release Message (CRM) mean for me?

After 4 October 2021, we will only accept your import declaration:

  • after the goods have arrived. This means after the ship has arrived at a Dutch port.
  • Your import declaration corresponds to the declaration previously submitted for temporary storage

Once your goods have arrived, the following will happen:

  • We check that you do not submit your tax return too early.
  • We check the details on the tax return against the details held for temporary storage.
    • We do this by checking the number of packages, or the weight and the B/L number, against the details on the Declaration for Temporary Storage (ATO). Do the details differ?
      • You will receive an error message
      • Your declaration will not be accepted
      • You must resubmit the tax return, correcting the error.
  • We accept your statement.
  • We carry out a risk assessment and, where necessary, a customs inspection.
  • We will release the goods.
  • You can collect the goods from the terminal.
    • Using Portbase’s CargoController service, you can check whether the relevant B/L number for the ATA vessel is known to Customs and submit the next declaration.

Softpak has developed an interface with Portbase’s Cargocontroller service. In the AGS Import Declaration, you can submit a primary declaration for the relevant container via the Portbase system. When the ATA vessel is identified within the Portbase system, a signal is triggered. This signal triggers the automatic submission of a declaration to Customs.

A number of Softpak customers have successfully implemented the Container Release Message (CVB).
