Softpak as the successor to the DEN scheme

29.11.2023 – The current DEN scheme is to be discontinued. If you intend to collect a container from the terminal in the future and are currently still making use of the simplified procedure offered by the DEN scheme, you can submit a Storage Declaration instead. This can be done via Customs’ new DMS system.

Softpak as the successor to the DEN scheme

The current DEN scheme is being phased out. If you use this simplified procedure to collect a container from the terminal, you can now submit a Storage Declaration (type H2 declaration) via Customs’ new DMS system.

How does the Storage Declaration work?

  1. Submit a Preliminary Declaration (IM-D) — this can be done even before the ship arrives in port.
  2. Register your container via Portbase’s CargoController service.
  3. Send the Goods Presentation message as soon as the vessel arrives. Your Storage Declaration will then be given the status ‘Goods released’.
  4. Register the container and the MRN number via Portbase’s Import Documentation Notification (MID) service, so that the container terminal is also aware of the exemption.

Does Customs require a physical inspection? If so, you will be notified of this when you submit the preliminary declaration.

Automated via Softpak CDS

All of this is handled automatically via Softpak’s CDS (Customs Declaration System) module:

  • You create an IM-D in DMS Import.
  • Softpak reports the container to Portbase’s CargoController.
  • Softpak receives the arrival signal from Portbase and automatically sends the Goods Presentation message to Customs.
  • Upon receipt of the Release, the software automatically sends a message to Portbase’s MID service.

24 hours a day, 7 days a week.

Terms and conditions and points to note

  • You need a bonded warehouse licence (CWP licence) to use the storage declaration for transport to your warehouse.
  • Record the goods directly in your accounts as soon as you complete the warehouse declaration. Any discrepancy between the quantities unloaded and the quantities stated on the documents on arrival will result in a shortage in the bonded warehouse.
  • Please specify in Portbase that you wish to submit a PIE-type message via the MID service. If you do not do this, your message will be rejected.

Alternative: the Submission Notice (I2-A)

You can also use the Declaration of Arrival (declaration type I2-A) in DMS. Please note: this declaration cannot be submitted as a Preliminary Declaration. It may only be submitted once the ship’s ATA has been confirmed.
